Chapter 117 - Chapter 117: Madara – Wrong Timing  

"You must have noticed the situation with the Uchiha clan. While we have large numbers and strong unity among our people, that very unity makes it impossible for us to accept outsiders." 

Izuna spoke bluntly. He believed the man in front of him could also see this issue.
