By changing era and trend, the federation is always update themselves so they can maintain their reign. So they create a policy of education that every candidate of spirit master must be attend to junior and intermediate school.
And for talent development, they also create and spread their own cultivation method. In that way, their influence is always greater than any sect or family over continent.
Spirit Absorption, it's very first method that they spread starting war period of continent collision. In that time, they're lack in high rank of spirit master such as Title Douluo. So they think to counter it using quantity over quality. They develop a lot of medicine. Medicine is always have a limitation and side effect, so the cultivation is build to lessen the effect and make it easier to absorb the medicine. Then a lot of spirit master will be armed by soul guide device. With that method, they can dominate the higher rank through sheer power that enemies always proud of.
After countless war and research in order to conquer Douluo Continent especially after Seagod's interference, they capture a lot of member of Tang Sect and Sherk Academy in the next war period. The most influence powerhouse in the time is those two. They're using any method like torture and surgery, making them as human specimen to prefect their own system.
In other side, Spirit Pagoda will be cooperative with some project with Sun Moon Empire later, Of course they're also Empire's enemy at first. But after 600 years of establishment, Pagoda Spirit have a different stand. And the reason is their interest is change and they have their eye in any spiritual cultivation, especially in Tang Sect's Purple Demon Eye, very first technique that be use by their founder, Huo Yuhao. Not only that, there's internal conflict that happen in organization. It started with nine representative is lost the balance because Star Luo is almost collapse while Sherk Academy is start to take the control whole organization.

They're have to work hard to make balance of spirit beast and human is being treat as sacrifice when the thing go wrong. Then one most influential among them stated that they have to make agreement toward Sun Moon Empire. And that statement lead the bloodshed that ruin the continent's balance later. Since they are the force that regulate Spirit Soul, no one can do anything about them.
No need to take a long time to Sun Moon Empire and Spirit Pagoda to get their objective. Sun Moon Kingdom be able to conquer Star Luo Kingdom and get a lot of territory from remain empire and Spirit Pagoda cannot be stir by any force even Sherk Academy.
And in that time, Sun Moon Empire finally can create technique that called Revolving Star. This method is much better than before, it have well balance and it also implant the method to adapt innate talent of essence spirit. Though in term of quality/purity, is still lack compare by Tang Sect's Mysterious Heaven. In other hand, Spirit Pagoda is complete it Soul Forging Method, improvement of the founder's Pressure Training Method and they also create technique that inspire by the founder's signature spirit skill, Spiritual Detection.
Revolving Star is becoming the biggest bargain to attract the force to join them. And to maintain the royal authority, Royal Family hold a better technique that develop to maximize their essence spirit, Shining Sun. It called Sun Breathing. The focus is generate yang power to enchant their nature toward fire element. In the one point, it can lead them to achieve ultimate element though the possibility is about ten percent.
For Tang Sect's case, they're focus in soul guide weapon's development over than create a new technique. The biggest reason is their hidden art is already in complete form and just need interpretation of it's practitioner, so they spend their time in military research and in the some point, they once become weapon dealer and being fund by countries. Even know, they have some agreement for weapon maker to some powerhouses.
While starting to lose the authority inside Spirit Pagoda, Sea God Pavilion of Shrek Academy focus to increase their political influence by making a deal with lesser sect or family. Since they always have the strongest man in their side, no one can do anything against them and they always have biggest support and resource among the powerhouse even in this period. Using it's platform as academy, they gather divergent spirit master and possess the completed text record about spirit development.
After the continent's union, royal family is being forced to turn dethrone themselves. Once monarchy system over change to be federation, they're spread around continent and most of them is lost about Sun Breathing method or having incomplete technique. It's inevitable since the royal family is not solid, the one who maybe possess the complete form is just the one who have a strong stand in parliament or military. Now, even someone from random place is possessing Shining Sun as essence spirit.
Since the technique is really strong. Currently the federation want to make something like that. And their plan is more ambitious than sun moon royal family. They want to make one for Yang and another for Yin.
They already in the end of research. So they want to experiment toward a new technique and select a few junior division to test this method.

Once the scan that held after registration is to identify which one method to be share. In other case if the one have twin spirit or having well balance toward those attributes, depend the result they will stick in Revolving Star method instead the new technique.
Essence Spirit is sensitive toward Spirit Energy, that's way the one must use the suitable technique to grow up. There's common knowledge that the one must chose carefully for spirit ring. For Tang Wulin, he has Yang oriented physique. But the quality is too high though his innate talent and essence spirit is poor. Then they have him to get another medical check up and they found out that he born with extraordinary strength. Not only that, It seems that Blue Silver Grass that he posses is mutated, It has a faint golden pattern in it's root. So their conclusion is that's a mutated Blue Silver Grass, though it need time to know it is good one or defect mutation.
In Red Mountain academy, the range of technique that's be teach is sixty percent Yin-oriented and forty percent for Yang-oriented.

Author Note: my idea is that in ten thousand history, there's a lot of variable. Since there's reincarnator like Tang San or transmigrator like Yi Lai Ke Si, I think that there's many people in different world that come to Douluo World though not many can be known. Especially when spatial turbulence that swept Douluo Divine Realm happen.
So maybe there's mage or martial artist that come and have contribution in some powerhouse or make their own. Some of their legacy is still known and many that lost. If Tang San as a god still have a chance to reincarnate (Douluo Dalu V), why not otherworldly god have a same chance. Or maybe there's reincarnator from the past in Douluo's history.
And actually I think that it's strange that original people is not develop some kind of cultivation method at least equal with Tang Sect's Mysterious Heaven Skill.
Especially when the world build is around militaristic approach with sci-fi genre. So I have a think to set every powerhouse is already possessing their own unique art and they're in equal term in quality.
I also don't really like the idea to make the people in the series looks like a fool. Like the reincarnator or transmigrator think that he is superior so the other must follow their logic and it's works.
