The city counsel depend on the certain percentage of money rewarded to Fixers and academies for completing commissions because they are the platform for those commissions, while corporations issue most of these commissions.
A Fixer is basically a mercenary, but they are the most free faction because a Fixer can also be an academy student/instructer but they can't be a corporation or a city council employee.
This all created Daimus the city of hopes.
