"Whooosh!"

A wild gust howled down, stirring dust across the training grounds as immense pressure engulfed the area.

In that instant, countless Marines stationed at Marineford looked up in shock.

"What is that?!"

"A meteorite! How can there be a meteorite falling here all of a sudden?"

The sheer scale of the meteorite was incomprehensible, and the impact it threatened to bring would undoubtedly deal catastrophic damage to Marineford.

Staring up at the massive meteor crashing through the clouds and accelerating with each breath, a sense of dread filled every heart.

"How terrifying…" Inside his office, Kizaru turned his head to the sky, murmuring.

From where he sat, he could see half the meteor's form descending through the clouds, radiating a chilling aura of doom.

"Eh? Has someone infiltrated Marineford?"

On the other side, Aokiji muttered absentmindedly. Yawning, he shifted into a more comfortable position, leaned back in his chair, and shut his eyes.

"Not my problem."

Unless Fleet Admiral Arashi issued a formal command, it had nothing to do with him.

In Marineford's plaza,

"Hoo…"

Exhaling a ring of smoke, Crocodile squinted, grains of sand swirling around him.

"Admiral Crocodile!"

"We've identified it! That's where Fleet Admiral Arashi is sparring with a powerful recruit from the World Military Draft! It's just a friendly match!"

A sweat-soaked soldier ran over, reporting urgently.

"A friendly match?" Crocodile grinned with a cruel, intimidating look. "To think the World Military Draft could recruit someone of this level… now that's surprising."

To summon a meteorite—such destructive power placed the individual among the elite, on par with the Admirals.

The very fact that they could call down such a force proved that this newly recruited fighter was no ordinary person. Countless Marines looked skyward, gazing at the awe-inspiring scene.

Their throats tightened in fear, wondering just how devastating the impact would be if that meteorite hit Marineford.

If it happened, the destruction wouldn't be any less than Whitebeard's apocalyptic punch during the Marineford War.

Within the training grounds, Arashi looked up as well. His Marine cloak flapped wildly in the gale generated by the plunging meteor, and the cape behind him billowed in the storm.

"You've thrown me a troublesome problem, Mr. Issho…" He murmured while slowly sheathing the long blade in his hand.

As the meteor fully emerged from the clouds, becoming visible to all in Marineford, Arashi bent his knees slightly.

"Crackkk!"

The ground beneath him visibly buckled and split. Then—

BOOM!

A thunderous roar exploded outward as the earth fractured inch by inch. An invisible shockwave rippled in all directions.

"Fleet Admiral Arashi!!!"

A young officer watching from afar shouted, his eyes wide with awe.

In nearly an instant, Arashi's figure shot into the air, the sheer force of his leap tearing apart the training ground for kilometers. His body became a blazing comet, soaring skyward straight at the incoming meteor.

The young officer's nostrils flared with burning breath, overwhelmed by excitement, tension, and reverence. To confront a meteor head-on, this scene would shake anyone's soul.

Ten seconds passed in the blink of an eye.

The monstrous meteor rumbled louder, its pressure blanketing all of Marineford.

At that moment, the figure soaring toward it, so tiny compared to the meteor, barely the size of an ant, finally reached its target.

Turbulent air twisted violently around him. His entire body was wrapped in radiant light, as if glowing with energy.

Suddenly—

"Zzzt!"

A black-and-red bolt of lightning ripped across the sky. A dominant, overwhelming presence surged outward, enveloping Marineford at an astonishing speed.

In the training grounds below, Fujitora looked up, his expression growing grave.

Arashi halted mid-air. His right hand clenched into a fist, thick veins bulging along his arm, where black-and-red lightning coiled and exploded with brilliance.

"Hahahahaha!" Issho's loud laughter echoed through the heavens.

Then, he struck.

BOOM!

Waves of force erupted. That single punch roared with unstoppable power, smashing directly into the falling meteor.

"Crackkk!"

The massive black meteor came to a sudden halt—and then began to fracture rapidly. It froze in the air, suspended directly in front of that fist.

"Zzzt!"

Black-red lightning burst again. A grin tugged at Arashi's lips.

BOOM!

The meteor shattered suddenly and with earth-shaking intensity. Not into chunks, but into fine powdery dust, scattering high into the air and covering the sky like a storm of ash.

A gust swept through. The dust cloud dispersed swiftly, and the skies over Marineford returned to calm.

Down below, Issho stood silently, stunned. The strength to obliterate an entire meteor with one punch—it left him shaken, realizing just how vast the gulf between him and this man truly was.

The gap between them wasn't just large—it was insurmountable. As Arashi descended and created a deep crater in the ground with his landing, Issho finally returned to his senses.

"Shall we continue, Mr. Issho?" Arashi asked with a calm smile.

Taking a deep breath, Issho showed a look of admiration. "Fleet Admiral Arashi, your strength is truly awe-inspiring. It's an honor to join the Marines and serve the cause of justice!"

Arashi chuckled, then stepped forward and looked at him solemnly. "With your strength, you're more than qualified to serve as a Marine Admiral."

"Admiral?!" Issho froze, then quickly panicked.

"I've just arrived... I'm not sure I can handle such a role!"

He knew exactly what it meant to hold the title of Admiral. Being granted that position so soon after joining… Fleet Admiral Arashi was placing a tremendous amount of trust in him.

"With your ability, you're fully capable," Arashi said, smiling.

"Appointing you as Admiral is also to show you that the Marines never hesitate to entrust the righteous and capable with great responsibility."

"Because every new powerhouse like you, Mr. Issho…is one less villain in this world." His words made Issho's body tremble.

The rank of Admiral surprised him, yes—but Arashi's ideals of justice struck a deeper chord. They filled Issho with respect and admiration.

Yes—this was why he had answered the call of the World Military Draft in the first place: to fulfill the justice in his heart.

Only with higher status and more power could he do more good for the people.

"So, for the sake of the justice you believe in, you should accept this title. Remember, with great power comes great responsibility."

Arashi's voice was steady and powerful. Issho stood there, stunned, silently repeating those eight words to himself.

"With great power comes great responsibility."

In that moment, something within him clicked—and suddenly, everything became clear. After taking a deep breath, reverence filled his expression as he slowly knelt.

"Then I humbly accept, in respect and gratitude!"

Indeed, for the sake of the justice he sought, becoming an Admiral was the most effective path.

Hearing this, Arashi burst into hearty laughter. With a new Admiral like Issho, he was naturally pleased. Issho's appointment ceremony was simple and swift.

By the third day of his arrival at Marine Headquarters, it was completed. From that day forward, the Marines had five Admirals.

This news, once released by Marine Headquarters, shook the entire world.

"Unprecedented! Truly unprecedented!"

"Five Admirals! Fleet Admiral Arashi is creating a new era for the Marines! But I wonder—this Admiral codenamed Fujitora… just how strong is he? Is there any gap between him and the other four Admirals?"

"Indeed. The other four showed their strength during the Summit War. But this Admiral Fujitora was unknown before his appointment."

"To become an Admiral, he must have passed Marine Headquarters' strict evaluations. There's no way he's ordinary! And don't forget—our current Fleet Admiral is that invincible man!"

···

The world buzzed with Marine news once again. Since Arashi took command, the Marines had done nothing but make waves.

First, he launched the World Military Draft, rapidly expanding Marine numbers.

Second, a new base was established on Fish-Man Island, where large numbers of Fish-Men joined the Marines and trained alongside humans, and third, a fifth Admiral was appointed.

"Let's not forget, there are still a few Vice Admirals waiting in line, too! With their reputation and strength, each of them could easily qualify as an Admiral at any time!"

"Hiss... if that's the case, then the number of Admirals is getting outrageous! It's shaping up to be the era with the most Admirals in history!"

Across the world, people buzzed with heated discussions, filled with speculation and curiosity about what the Marines' next move would be.

As time continued to pass, Marine Headquarters moved swiftly into action. Arashi sat in his office, issuing countless orders over two months.

First, the five Admirals were each assigned to command a dedicated Marine unit. Fujitora took command of the Support Unit, responsible for rapid deployment to emergencies across the seas.

Crocodile led the Land Unit, tasked with assisting towns and handling operations on land. Aokiji was placed in charge of the Marine Fleet, overseeing all sea-based combat operations.

Bullet led a special elite unit designed for breakthroughs and high-risk missions.

Kizaru, meanwhile, was assigned to the Research Division, taking charge of future Marine-exclusive artificial lifeforms and all scientific advancements.

After half a month of consideration, Arashi finally decided to have the Marines work directly with Vegapunk on Skypiea. This entire wave of reforms sent shockwaves through Marine Headquarters.

Yet among the five Admirals, they all understood one thing clearly—after months in office, the newly appointed Fleet Admiral was finally making his first major move.

Arashi was about to strike the New World.

At this moment, inside the spacious Fleet Admiral's office, the five Admirals sat in different postures, their eyes all focused forward, on the man beneath the plaque that read:

"Supreme Justice, Equal for All."

Each of their expressions carried a subtle heaviness.

"A move on the New World, huh? That's a level of boldness I truly didn't expect. Have you made up your mind?" Aokiji asked in a deep voice.

To make a move against the New World was essentially declaring a final war against the pirates.

The severity and long-term consequences of this decision could even surpass the impact of the Marineford War.

"I've already made up my mind to do this. If we don't remove the obstacles standing in the Marines' path, how can we take the next step to realize true justice and lasting peace?" Arashi replied with a calm smile.

"Then, as I stated in my earlier orders, I'll have to trouble you, three Admirals Bullett, Aokiji, and Fujitora, to make a move."

The three displayed different expressions, but none spoke. Since the Fleet Admiral had given the order, as Admirals, they had no choice but to comply.

However, they were somewhat surprised by the command, and a strange sense of excitement and anticipation stirred within them.

The Marine's forbidden zone—paradise for pirates—even the World Government's hand couldn't reach this place.

Arashi's decision to break into that sea left no doubt: a major battle between Marine Headquarters and the current emperors of the New World was on the horizon.

When the three Admirals strode out of the headquarters building together, a chilling, heavy, and grim atmosphere engulfed all of Marineford.

At the harbor docks, as warships passed through the Gates of Justice one after another, the sight stunned the Marines.

"The three Admirals… launching a joint operation? This has never happened before! Where are they going? What kind of mission requires this?"

"Could it be… the world is about to face another major upheaval?"

The hearts of every officer and soldier in Marineford were shaken.

Inside the Fleet Admiral's office, Arashi stood with both hands on the windowsill, staring solemnly at the massive fleet exiting through the Gates of Justice. His gaze was deep.

"Moving on to the New World…" he muttered. "It's the kind of move that affects everything."

"If the World Government hears of this, it'll be chaos," Kizaru spoke lazily, as if offhandedly.

"It was only a matter of time." Arashi responded coolly, "As for what the World Government thinks…I've never cared."

Kizaru chuckled helplessly and shook his head. He knew all too well—this man had never cared about the World Government's opinions.

Roughly two hours later, the office's Den Den Mushi suddenly rang in an urgent tone. The officer on duty turned pale at the sight of it and looked up at Arashi with alarm.

"Fleet Admiral, sir! It's a live visual feed from the World Government!"

Arashi, unsurprised, continued reviewing the day's documents. Kizaru raised an eyebrow, a rare hint of seriousness in his eyes.

"Put it through," came Arashi's voice.

The officer nervously connected the call. Soon, one wall of the office displayed a clear image: five elderly men with grim expressions were staring directly into the room.

In an instant, the air turned cold, oppressive, and solemn. Even the officer found it hard to breathe.

"Is something the matter?" Arashi asked indifferently, not even looking up. "I'm very busy."

"You were the one who sent the three Admirals to the New World?" Topman Warcury asked in a deep, stern voice.

"I was."

"Do you realize what that order means?" Warcury demanded. "Three Admirals deploying together—if that news spreads, it will shake the entire world!"

"It might even," he continued sharply, "incite panic among the pirates—panic that turns to rage and leads to war!"

"This will shatter the balance the world has struggled so hard to maintain!" Saint Jaygarcia Saturn roared.

"Retract your order, Arashi!" Saint Marcus Mars interjected. "Such reckless action is something we cannot tolerate!"

"Your appointment as Fleet Admiral was part of an agreement," Saint Shepherd Ju Peter added coldly. "But that position is not a license for you to act with impunity!"

At those words, Arashi set down his pen and slowly looked up. His eyes were calm and cold, his face utterly expressionless. After a long pause, he finally spoke.

"Balance… exists to be broken and besides—" He paused, then continued with the same icy tone. "Marine affairs have nothing to do with you."

"Next time, I hope I won't hear the five of you elders trying to dictate how I should run things."

"Bringing peace, giving the people hope, wiping out this breed of pirates…I know far better than you how to achieve that."

His deep, firm, and cold words echoed through the Fleet Admiral's office—and the grand, ornate palace of the Five Elders. Silence. Not a sound came from either side of the call.

The Gorosei's fists clenched tightly, their faces flushed red with fury. One of them sharply inhaled, just about to shout something—

But suddenly, in the Fleet Admiral's office, the young officer, trembling from the unbearable tension, accidentally bumped the Den Den Mushi.

Before the Gorosei could even utter a word, the screen went black.

The officer froze like he'd been struck by lightning. Realizing what he had just done, his face twisted in shock, fear, and confusion.

"I'm so sorry!" he stammered. "I'll reconnect right away!"

Three heartbeats passed. The officer, drenched in sweat, bowed deeply to Arashi.

"No need. You don't have to apologize. In fact," Arashi smiled faintly, his tone tinged with approval. "I think you did a great job."

"Because I don't have time to listen to those five old men ramble on about pointless nonsense."

The officer blinked. When he looked up, he saw that the Fleet Admiral had already gone back to reviewing his documents as if nothing had happened.

"Phew…"

The officer exhaled quietly in relief. For making such a major mistake on duty, hely been praised by the Fleet Admiral.

"Get back to work," Arashi's voice called out again.

A wave of warmth surged through the officer's chest. It meant the Fleet Admiral truly held no grudge.

"Yes, sir!!" he replied, practically shouting. In that moment, the young officer felt more motivated than ever.
