"Finances are tightening…" he sighed. Right now, he had no room to worry about the Admirals.
Since his appointment over half a year ago, he has implemented sweeping reforms—building a base on Fish-Man Island, launching global conscription, and expanding Marine forces across numerous regions.
These efforts had pushed many local budgets into the red, even leading to loans. This was not a good sign.
It meant Marine development was at risk of stalling, and without scaling up, the Marines could not advance—something that could spell disaster.
"What about Crocodile in Alabasta?" Arashi asked, lifting his gaze.
"Admiral Crocodile arrived in Alabasta yesterday and met with King Cobra. Their talks were very cordial. His Majesty expressed full support for the Marines," the officer reported swiftly.
Arashi's expression softened. He nodded and returned to his documents. Truthfully, since becoming Fleet Admiral, most of his time had been spent in this very room.
The sheer volume of paperwork left him no time for anything else. No wonder that during Sengoku's term, he was rarely seen taking the field himself.
After all, the Fleet Admiral's duty was to command from the center, not personally fight on the front lines.
"What's the latest on Blackbeard, Marshall D. Teach?" Arashi asked, still focused on his work.
"Marshall D. Teach, codename: Admiral. The Blackbeard Pirates have grown tremendously and now control Hachinosu Island. According to our intel, their numbers exceed 3,000 men."
"Additionally, the World Government has issued a bounty on Teach after careful evaluation by their intelligence division—3.996 billion Berries!"
"This assessment came directly from the Government's special intelligence branch."
"Following Whitebeard's capture, Teach has firmly taken the seat of the fourth Emperor among pirates."
The officer's tone grew serious. When he first saw this report, he was shocked.
The same Teach who was beaten senseless by Arashi during the Marineford War…
had come this far.
What's more, the World Government issued the bounty without informing the Marines, signaling a growing rift between the two organizations.
In recent times, tensions between Marine HQ and the World Government had only intensified. Yet Arashi didn't seem to mind.
"The fourth Emperor, huh?" Arashi chuckled and went back to reading.
"What about Fire Fist Ace? Any updates on him?"
The officer paused, then quickly flipped through the reports until he found the right one.
"One month ago, Fire Fist Ace led the Whitebeard Pirates in a major battle in the waters of Ed Wall and emerged victorious."
"After this battle, the World Government's intelligence unit reassessed his strength—
his bounty has now reached—" The officer's expression suddenly changed.
"How much?" Arashi asked with interest.
"2.565 billion Berries!" the officer replied, clearly stunned.
The number was shocking, especially since the world still remembered Ace as a pirate with a bounty of only 550 million.
Arashi's eyes flickered as if deep in thought, then he suddenly laughed. "Looks like the Government's intel division has its merits after all."
"They've got more eyes and faster hands in the New World than we do!"
The officer sighed. "Before you deployed the three Admirals to the New World, Fleet Admiral, we knew almost nothing about that region."
"Up until now, we've relied on the World Government's intelligence network to gather information."
Arashi smiled faintly, eyes returning to his paperwork. "Not anymore."
The situation he inherited from Sengoku wasn't completely barren, but it had plenty of flaws.
The Marines were deeply dependent on the World Government, a relationship that was both dangerous and unstable.
However, over time, with the establishment of new internal divisions, the Marines would become self-sufficient.
"Now, everything hinges on the three Admirals. If they can start strong, the rest will fall into place." Arashi murmured.
New World — Ed Wall Waters.
Sea winds blew gently as shimmering waves danced across the ocean. A fleet of ten ships steadily sailed forward.
"Ahahaha! Ace, you've gotten so strong! It's incredible! You might become a world-class powerhouse like Pops someday!"
"Did you see those pirates earlier? They were so terrified they couldn't even put up a fight!"
Their laughter carried over the wind. As the fleet drew closer, a massive sail came into view, with a skull flag bearing a white crescent mustache above its lips.
This was none other than the Whitebeard Pirates. At the lead was their flagship, the Moby Dick.
While the voices of Marco and the others rang through the air, Ace sat alone at the ship's bow, legs dangling off the edge, gazing quietly at the sea ahead with a faint smile on his face.
Without joining in the laughter, Ace tilted his head back, raised a jug of sake to his lips, and drank deeply.
Glug, glug, glug!
As the burning liquor poured down, his eyes grew sharp and clear.
Ever since his return from Arashi's side, Ace had become aware of the internal issues within the Whitebeard Pirates.
Marco, as the First Division Commander, had failed to command full respect after Pops' departure.
And Ace himself, too young, too inexperienced, was no different. This wasn't about broken friendships. It was a real problem rooted in leadership and authority.
To lead, you had to earn that position. Even with family, everything had to be made clear.
As the captain personally entrusted by Pops, Ace's return brought some harmony to what was once a fractured crew.
But that didn't stop the arguments about the enemies constantly harassing them.
The crew had split into two factions, one of which believed they should recover after the losses of the Marineford War.
The other insisted that the Whitebeard Pirates' pride and honor were worth more than death.
Eventually, everyone turned their eyes to Ace, waiting for him to make the final decision. After all, he was now the captain of the Whitebeard Pirates.
Faced with everyone's gaze, Ace might have once felt fear, nervousness, hesitation, or doubt. But this time, after a moment of quiet reflection, he suddenly burst into laughter.
"Hahahahaha! What are you all arguing about? Are you saying the Whitebeard Pirates are afraid of their enemies?"

"Ace?!" Marco was shocked. That fierce wave of Conqueror's Haki reminded him of Pops, of Red-Haired Shanks, and the current Marine Fleet Admiral—Arashi.
"Marco! Vista! Spread my orders!"
"From today, we depart! We'll remain in the Edd War Sea and crush every single fool who dared to offend us!" Ace's voice boomed with authority.
In that battle, Ace demonstrated overwhelming power, obliterating fifteen enemy warships with a single punch.
Yet, they had only brought ten ships of their own. His Haki was fused with blazing flames so intense that they scorched the sea for miles around.
That battle silenced all doubts. Ace successfully ascended as the true leader of the Whitebeard Pirates.
Sitting alone at the ship's prow, Ace had come to understand one thing: Power is the only thing that rules this world.
"I must become even stronger! I'll make the Whitebeard Pirates greater than ever!"
He clenched his fist, eyes firm with resolve. Until the very end, he had someone he had to face.

It had been seven days since the three Admirals entered the New World. Countless people across the globe were watching their every move.
But being the strongest force within the Marines, and sailing as a united fleet, they weren't so easy to track.
Ever since the fleet arrived at the G-8 base, all signs of the Admirals had vanished. The secrecy of Marine operations was beyond ordinary.
Even the exact details of the Admirals' joint mission were known only to the three of them.
In Dressrosa, the usually bustling port had suddenly fallen silent. Civilians widened their eyes in shock as enormous Marine ships began docking one by one.
"The Marines?! Why has such a massive Marine fleet come to Dressrosa? What's going on?"
Not just civilians—even members of the Donquixote Family were stunned and confused. As ship after ship docked, waves of Marines began pouring out.
In mere moments, the civilians at the port were dispersed, and two rows of Marines stood in perfect formation.
Even the dullest person could tell: this kind of presence could only belong to someone with immense authority.
Then, from the lead ship, three figures stepped forward together. After scanning the area briefly, they disembarked.
"That's—?! Marine Headquarters Admirals!! And there are three of them!"
Hidden among the crowd, the Donquixote members were visibly trembling. Soon, all three Admirals stepped off their ship and stood at the port.

The crowd erupted into chaos. The appearance of three Admirals and a full Marine force threw the peaceful kingdom into disarray.
As the three Admirals walked across the port, their expressions carried deeper meaning.
"Building a military base here...This is an extreme move that violates national sovereignty. Arashi's order is like dancing on a knife's edge."
"The old geezers in the World Government will never approve!"
"Arashi doesn't care whether they approve or not," Aokiji added lazily, scratching the back of his head.
Hearing his colleagues so casually discuss such sensitive matters, Fujitora let out a sigh. "You two don't seem to fear the World Government at all."
Bullet and Aokiji paused at his comment. The latter grinned and replied, "We owe that to Arashi. If the higher-ups don't care, why should we?"
Fujitora chuckled too. His shut eyes turned toward the heart of the town, and his tone grew heavy.
"This kingdom may appear prosperous, but there's something sinister lurking beneath the surface."
Hearing that, Aokiji's expression turned serious as well. "That's exactly why we're here—to fix the problems."
Bullet snorted coldly and looked toward the royal palace. "If that guy refuses to cooperate...Then we'll have to remove him ourselves."
