Chapter 216 - Chapter 216: Preparing for the Final Battle

Saturday—five days had passed since the League of Villains declared war. The entire country of Japan had been shaken, and every major power was now taking urgent action. 

The citizens of Tokyo were being forced to evacuate—not by the government as a safety measure, but by the overwhelming influence of Japan's underground forces gathering in the city. 

"Tokyo will be extremely dangerous this weekend. All citizens, please leave the city for your own safety." 

"This place is about to turn into a battlefield. For your own lives, please stay away for now."

"Thank you for your cooperation. All citizens must leave Tokyo by the weekend."

The various underground groups mobilized all their forces to evacuate the city's residents. Some people wanted to stay and watch the chaos unfold, but they were quickly and forcefully escorted out by enthusiastic members of the underworld.

One of the key reasons this evacuation was going so smoothly was because All Might himself had urged everyone to leave. When the No.1 hero personally asks people to do something, the response is naturally swift.

Midoriya Izuku had planned this in advance, wanting to keep innocent people out of harm's way. The plan had two parts: the underground groups would assist with the evacuation, and All Might would handle the public announcement.

Just as Midoriya predicted, the Japanese government wasn't going to openly show fear toward the League of Villains. Even though the upcoming battle could put countless civilians at risk, the authorities showed little concern.

To the government, casualties were just numbers. But to Midoriya Izuku, every life mattered. He didn't want innocent people to suffer because of his plan, so he had no problem leaking some information to the heroes.

By letting Hatsume Mei "accidentally" reveal that he had a weapon capable of devastating an entire city, he ensured that even if the government ignored the warning, All Might definitely wouldn't. Once the "Symbol of Peace" took action to evacuate people, getting the underground groups to cooperate became much easier.

Now, even though Tokyo had become a ghost town, the government couldn't openly object. All Might's influence forced their hand, leaving them no choice but to watch as the city emptied.

"This should be enough, right?"

"Yeah. Thanks, Tsukauchi."

All Might was on a phone call with Detective Tsukauchi, both of them busy preparing for the inevitable battle.

"Between those underground guys evacuating civilians and us rounding up the stragglers, we're making sure no one gets left behind."

"This is a first, though—us cops actually working with criminals."

"Yeah…"

All Might sighed, speaking into the phone with a helpless tone.

"In a way, this is a team effort between heroes and villains. Midoriya Izuku deliberately leaked information about his secret weapon to us. It was his way of asking the heroes to help clear out the civilians."

"That kid... He's more of a hero than anyone. And yet, he ended up becoming the leader of the League of Villains."

"This... This is my fault."

There was regret in All Might's voice. But it was too late to change anything. The only thing left to do was face the League head-on.

"One last thing, Tsukauchi… I need to ask you for a favor."

"What is it?"

Hearing the hesitation in All Might's voice, Tsukauchi frowned. His old friend rarely spoke like this.

"If I die in this battle… can I ask you to look after Shigaraki Tomura?"

"I want him to get a fresh start, to live a normal life. That's the only thing I still care about."

"All Might, you—"

Tsukauchi was stunned. Then, his face twisted with frustration as he shouted:

"You fix that brat yourself! I don't have time to babysit a grown man!"

And with that, he hung up.

But as he lowered his phone, his hands were still shaking.

All Might… Was he planning to throw his life away?

"Damn it, Yagi…"

All Might had made up his mind.

If fate played out exactly as Nighteye had foreseen—if even Togata Mirio, the one who inherited One For All, were to fall—then there was only one thing left for him to do.

One For All had always been passed down to the next generation, just like how Nana Shimura had chosen him to inherit her power. All Might had lived up to that trust and defeated All For One.

But now, there was a new successor to All For One's power and ideology.

Midoriya Izuku.

He was even more terrifying than the villain All Might had once defeated. The greatest threat hero society had ever faced.

"Midoriya… If it was my fault that you fell into darkness…"

"Then even if it costs me my life—I'll take you down with me!" 

"The civilians in Tokyo have all been evacuated, right?" 

"Yes, everyone has left. The heroes have also been very cooperative with our operation." 

"Of course. After all, the hero society only exists because of real heroes." 

As Midoriya Izuku discussed the situation with Kurogiri, he turned to Shinso Hitoshi, who had just arrived. 

"Did you get the information I asked for?" 

"It took a whole week, but I finally got it done. But with so much information, can you really remember it all?" 

"Yeah. I prepared a 'Super Memory' Quirk. I only need to glance at it once, and it's all stored in my head." 

"You can do that?!" 

Shinso Hitoshi was surprised, but Midoriya just tapped his fingers on the bar counter and replied in a calm, almost indifferent tone: 

"I have to make sure everyone pays for their crimes equally… Things like bribery and corruption, I can let slide. That's not something I need to deal with." 

"But… for those who have blood on their hands… those who have taken innocent lives for their own selfish gain…" 

"Death!"
