Chapter 217 - Chapter 217: The Rising Sun

On Saturday night, with the League of Villains' declaration of war approaching, Tokyo was livelier than ever. Heroes from all over the country had gathered in the city. 

Some of them came because they felt guilty and could only feel at ease once the League was taken down. Others just wanted to be part of the action and earn some recognition—after all, an event like this was too good to miss. 

With so many heroes in one place, the city that had just been emptied of civilians was now buzzing with activity again. Some heroes with less-than-honorable intentions even broke into private homes, taking advantage of the situation. 

But it wasn't just heroes who had made their way into Tokyo. Criminal groups from all across Japan had also slipped into the city, waiting for their chance. 

The Japanese government held a certain level of influence even in the underworld. They had connections with most criminal groups, and the League of Villains' declaration of war had given them an opportunity. 

Both the government and the underworld saw the League as a major threat to their interests. And with Midoriya Izuku's recent plans, he had even turned the hero society—the most powerful force in this world—against him. 

The pillars of the hero society—All Might, Endeavor, Kamui Woods, and Mount Lady—were all graduates of U.A. High or other prestigious hero schools. 

They had top-tier combat skills, knowledge, and experience. And more importantly, they all had the noble qualities expected of a hero… well, except for Endeavor. 

Then there were the heroes who had graduated from lesser-known hero schools. They made up the majority of the hero population, working in various industries. Among them, there were those who truly deserved the title of 'hero,' but also those whose actions were even worse than some criminals. 

And finally, there were the self-registered heroes—those who had taken the hero license exam on their own. They were rare, often looked down upon by other heroes, and usually had their own reasons for becoming heroes. 

If Midoriya Izuku had never gone through these changes, he could have taken this route too—graduating from the Support Department and then applying for a hero license. But in the end, this was an unconventional path. 

So, how many professional heroes were there in society today? 

There were over ten thousand hero agencies across Japan. Excluding heroes focused on rescue, like "Thirteen" and "The Pussycats," the number of combat-focused heroes was estimated to be over fifty thousand. 

In modern society, heroes who quietly dedicated themselves to rescue work rarely got attention. The fastest way to gain fame was by defeating villains. 

"Thirteen" and "The Pussycats" had spent over a decade in hero work before they became widely known. In fact, back then, only a hardcore hero fan like Midoriya Izuku could name all the members of "The Pussycats" off the top of his head. That's how little recognition rescue heroes got. 

On the other hand, combat-focused heroes like "Kamui Woods" and "Mount Lady" rose to fame almost instantly. Kamui Woods was well-known within just six months of his debut, and Mount Lady became a star even faster. 

Compared to those who became heroes out of a genuine desire to help others, the heroes who made a name for themselves by defeating villains were far more popular. 

Now, let's take a look at crime rates. 

Back when Midoriya Izuku was still a student, he could witness Kamui Woods and Mount Lady fighting villains just on his way to school. And on a casual stroll outside, he could run into a villain attack like the sludge monster incident. 

Even later, when Midoriya was attending U.A. High, All Might could catch at least one criminal every day on his way to work. This was just considered normal. 

The Japanese government claimed that crime rates had dropped to an all-time low, and the people of Japan had gotten used to this reality. After all, whenever a villain committed a crime, a hero would quickly show up to stop them. This was simply how things worked in Japan. 

So, what were the actual chances of an average citizen witnessing a crime firsthand? 

On average, every person in Japan could expect to personally see a villain attack at least once a month. 

And yet, the people accepted this as normal. 

Maybe the old Midoriya Izuku would have thought so too. But after learning more about the rest of the world, he realized something… 

Japan's society was sick.

Society's peace and order are like a scale. Right now, there are too many pro heroes. When one side of the scale gets too heavy, the balance that the Japanese government has tried to maintain will collapse. 

To protect their so-called peace and their own interests, the government didn't choose to reduce the number of heroes. Instead, they created legal loopholes to shield "villains" while secretly allowing them to grow. 

"Heroes" need villains to fight in order to justify their own sense of justice. 

So, when the number of heroes became too high, the government's solution was to increase the number of villains—keeping their fragile peace intact. 

This is what fills Midoriya Izuku with rage. 

This is the result of the Japanese government's incompetence. 

Do you think heroes always arrive in time when villains strike?

Do you realize who suffers the most in the end?! 

No matter what the future holds, Midoriya Izuku has made his first decision. 

He will purge all the unqualified heroes and villains in this society.

As the sun slowly rose, Midoriya Izuku slid on the "Reaper Gloves." 

It was time for the final act to begin. 

And where did these gloves come from? 

On Wednesday night, Midoriya Izuku made another trip to U.A. High and retrieved them from a very excited Hatsume Mei. 

"This time, I need their power. Can you give them to me?" 

"Of course! They were always yours, Midoriya-chan~~." 

Slipping on his old partners once again, Midoriya clenched his fists, feeling their familiar strength. 

"This time, you two will be my secret weapon against Togata Mirio."
