Chapter 93 - OPRS: Chapter 93

The decree's creation, under Alistair's leadership, lasted a full day and night.

From initial confusion to active participation, everyone underwent a transformation.

They understood the meaning of "nation" and how these laws affected their lives.

The decrees became more detailed; arguments intensified.

Without Alistair's mediation, the Shandorians and Sky Islanders would have clashed.

The more they argued, the more Alistair smiled, pleased with their engagement.

The new revolutionary pirates envied their passionate involvement.

They lacked the opportunity to participate.

Alistair intended to make this a rear base, training orphans from around the world; it would be a revolutionary stronghold, cultivating new fighters.

This was sound.

But he had a higher goal.

His original plan wasn't abandoned.

He could establish an ideal state, showing the revolutionaries their ultimate goal.

Like a special economic zone.

Alistair minimized external interference, focusing on trade and supply/demand. This nation's creation was unique.

Besides Alistair, four representatives were elected: Gan Fall, Wyper, and McKinley (the beret-wearing man).

Beyond the basic decrees, they weren't experts; they dispersed at night; the Shandorian and Sky Island representatives argued over each word under Alistair's guidance.

Lawmaking was complex; enforcement was difficult, but less so than lawmaking.

Lawmaking considers both punishing criminals and protecting innocent victims.

Executing traffickers is satisfying, but would they reveal the children's locations?

These were crucial considerations.

The revolutionary pirates dispersed—they couldn't wander into the jungle; it was a dangerous place for most, even for Logia users.

The animals were gigantic due to the unique climate. Even Jaya's animals were formidable.

Alistair remembered Skypiea's giant snake.

This snake was huge underground; on Skypiea, it was even larger, comparable to giant Sea Kings.

Enel attacked it repeatedly without harming it.

Alistair was distracted.

But the others were increasingly captivated.

They initially didn't understand why Alistair was explaining this to the tribal Sky Islanders.

But they understood halfway through; this ideology was novel.

Realists knew utopia was impossible.

But seeing Alistair build the framework had a profound impact.

They longed to see this nation established and thrive.

Everyone focused on policy, law, and the state; Robin's focus was unique.

"Are you writing history?" she asked, standing behind Alistair, her thoughts more profound than Van Augur's or Lafitte's.

Everyone looked at her.

Alistair awoke from his near-sleep.

He hadn't expected this question.

"Writing history?" Alistair smiled.

"Isn't every step we take creating history?"

"Not just us; countless pirates and Marines are creating history."

"Some die anonymously, leaving no trace, but they are history; we are history."

"We intertwine, creating historical explosions, leaving craters."

"Some lives are pale; their impact is slight, but some are like giant bombs, creating explosions, leaving craters, then exploding with their final strength, leaving a mark."

Ace was silent; he meant his father.

"But are those who leave slight marks not part of history?" Alistair asked.

"If you look further, every generation records history, passing on information."

"Some succeed; some fail."

"But history remains; the truth will eventually emerge."

"The World Government can't destroy the historical texts."

"But what use is understanding the historical texts?"

"They recorded their history."

"Who will record our history?"

Alistair, like a lion, surveyed the surroundings; the four representatives had stopped arguing, listening intently.

"Recording history and educating future generations is the government's responsibility."

This is why Alistair wasn't worried about Robin's betrayal.
